Consortium Governance and Management Framework Meeting

Consortium Governance and Management Framework Meeting on EU funded Promoting Durable Peace and Development project in Kachin held on 25th Feb, 2015 at Trocaire Office. The Action will be implemented by a Consortium led by Oxfam with members consisting of the four members of the JST, namely Metta Development Foundation (Metta), Shalom Foundation (Nyein), Kachin Baptist Convention (KBC), Karuna Myanmar Social Services (KMSS), and two international NGOs: SwissAid and Trócaire. Christian Aid will be an associate partner. The full project action implementation covered 11 conflict affected townships in Kachin state will be operational effective from 1st April, 2015 to 31st March, 2018. The consortium approach under this EU comprehensive framework will be in supporting peace process, reconciliation, rehabilitation and development in Kachin. The key component activities during the 36 months being devoted for full implementation to achieve the four expected results are;

1)    Conflict affected and displaced women and men are well informed and actively participating in the peace process.

2)    Trust in the peace process is effectively improved

3)    IDPs, host communities and conflict-affected communities have access to basic education services and improved quick impact livelihood opportunities.

4)    Capacity of women, CSOs and CBOs, local authorities and EAGs on participatory, inclusive peace and development processes are enhanced.


 The Joint Strategy Team (JST) is a collaborative effort by 9 local humanitarian agencies involved in the humanitarian response to the Internally Displaced Persons (IDPs) affected by the armed conflict between Myanmar Military and Kachin Independence Army (KIA) after breaking down 17-years ceasefire agreement in June, 2011 and resulted over 120, 000 IDPs across Kachin and Northern Shan states have been displaced and most are residing in camps in Non-Government Controlled Area (NGCA). The Joint Strategy Team (JST) is in facilitating a process of shared vision and effective coordination among National NGOs, INGOs and UN agencies so that the activities overlapping reduced and gaps minimized as well as ensuring an efficient, impactful and quality humanitarian responses by actors to meet the needs of IDPs.  The strategy also aims to minimize donor-driven policy and maximize the use of international cooperation opportunities using locally owned common strategy.
